I'm not sure what you mean. Is the plumbing getting clogged or is the barrel just getting full and backing up. Also where does the water go after it is in the dry well. Do you use it for gardening?

If the drum didn't have holes in it or have the bottom cut out, then chances are, it full and running over. Perhaps you can get a septic tank to pull the water out and then make hole in the drum so that the water will seep out.

Dry wells are a bad idea and against the law in many areas for the reason you found.

You're required to put that into an approved septic system

Dry well

Does having a dry well mean that water goes straight from the house into the surrounding yard, or through to a drainage ditch or pipe? I've never heard of these, but they sound kind of unhealthy to me, too. If chemicals are involved, they sound dangerous.
