raising chickens in family yard

I need help from resourceful folks!
The city of Mission Viejo, CA has a code stating that "2 chickens are allowed, no roosters, but NO CHICKENS are allowed". What does this mean?

I'd like to have a couple chickens in my yard for egg production and possibly bug control.

Sec. 9.59.115. Exceptions. (l)
Household pets shall mean animals or birds ordinarily permitted in residential zones and kept only for the company and pleasure provided to the occupants. Household pets shall not include horses, cows, goats, sheep, other equine, bovine, ovine or ruminant animals, pigs, predatory wild animals, chickens, ducks, geese, turkeys, game birds or other fowl, or animals which normally constitute agricultural uses.

Yep, looks like a big no on chickens or ducks. Ashame that cities don't allow a few in the backyard. Not any big deal and much better than barking dogs!! Sorry!
