Our local supermarket is selling Victorio hand grinders for $69 right now. Do you think that is a good buy? is it an adequate grinder? I don't do a lot of grinding

That looks like a pretty decent price from what I've found online. Plus its local, so there is no shipping charge. It got decent reviews on Amazon. As far as the actual grinding power, its probably up there with the best. Meaning you would be best using it to grind grain on demand, only as much as you need for a few days or so. I love my hand grinder, its not Victorio brand, but I found it at an auction real cheap. It gives you very nice muscle toning for your arms too :D

I have one and want to connect it to my exercycle to pedal power it.
I like it fine for the price. I just put the flour through a few times and sift for finer grind.
Grinding flour is in the same league as splitting wood for me; there's more energy for it if I'm a bit testy or angry. ;)
