A far as I am concered it is without a doubt a juicer, see the ebay photo in post 10 again and read the blurb where it says:

"On the pump style handle is engraved or etched "JUMBO JUICER"

I can see how you could juice a citrus with it. Just try it with one, I would think you could put 1/2 an orange in there and push the handle down. The juice would flow through the zigzagged opening, catching the seeds and pulp.
