Unfortunately, a few bad apples ruin the whole batch. People like my ex-husband (who hasn't paid a dime for child support and hasn't helped for a minute) are the reason for that law. I completely agree that deadbeat arseholes shouldn't be allowed to get their license or anything like that. But, if people are making an honest effort, I think it's silly. I'm sorry that you're missing out. :/
