I know that regular light bulbs can but I was wondering if a LED light could or if for some reason it cant.

It will, but not very well. LEDs do not put out the same color spectrum as the sun, and even the best white ones are just tuned to be pleasing to the human eye. Solar panels are optimized to work best with light from the sun, some more so than others.
There will be some combinations of specific solar panels an specific LEDs that will generate power more effectively than others, and some that will scarely generate any at all.
This is mostly of interest if you have a sentimental attachment to your solar calculator, and are considering changing the lights in your office to LEDs.
