You can put the chopped herb into this oil and let it leach into the vinegar but the oil is poisonous unless you're absolutely sure of what you're doing, i.e. an herbologist or naturopath or other trained person.

Can you explain why this oil would be poisonous?

Don't know, just looking at my herbology books and they all say it's poisonous-probably because it's a distillate and must stronger that way. It's probably like digitalis-a drop helps your heart-two drops kills you.
