I saw in today's newspaper - the local published on paper newspaper - that they picked up a story from somewhere else that was obviously meant to be an April Fools joke yesterday. It quoted some politician saying that they were going to increase the littering fine from the current $25 fine to a $500 fine. "We are going to clean up this City!" The kicker was that it was going to be implemented on Monday APRIL 1.
Just like the one you posted - serious enough to get people believing it, but wacky enough that it has to be a joke. If that wasn't a April Fools story, then this country is in alot of trouble... because there will be a whole mess of people sitting in jail because of littering.
