I'm sure that will probably happen in some areas of the country.

This vaccine is just a precursor, a test run you might say. "They" want to see how many people they can get to take it. Give them an idea how it will go when the Mark is brought out.

Thankfully, I've never had a desire to go to Chicago. Being a police officer is a hard job, it's even harder now. So many have quit, retired or transferred and with fewer new recruits coming up, it's going to get even harder.
