Little doubt Mr. Franklin derived his statement from this passage. They both say the same thing. But perhaps "The parable of the talents" would have a more understandable approach. HE provides. We are expected to be good stewards of those things with which we are provided. Perhaps he did, but I think it more likely that he got it from Aesop, a Greek who lived about 600 years BCE.
