unfortunately it isn't stealing. Technically the blade belonged to FIL and when he was told about it he just shrugged.....

I believe he got $20 for it - because he would have accepted $20! As you said even as scrap it was worth more than that, but I bet the dude saw him coming gave him $20 as scrap, will fix it, and sell it for $600!!

I know he's the one out the money, its the principle of the thing, and just such a *@#*& waste!

Receiving stolen goods is a crime. Approach the guy at the scrap yard and tell him if he does not sell it back for the 20 bucks he paid for it you will call the police. He won't want to be in the middle of it. Even if FIL didn't care.

Then have the welder do some work on your BIL. The guy must have a hole in his head or something.

Brothers are such a pain in the a$$.
