Stick in ground to keep the good wheel from rolling while you work on a second wheel? Like a chock block?
Edited to add, the straight part would push into the ground. The curved part would be around the front or back of a wheel too keep it from rolling forward (or back).

Ok. I'll take a shot. I found some pieces in the way back and cleaned them up/researched them. So I can post a few pieces and then what Google taught me. I'm going to make it hard so I'm going to post pics one at a time.

Ok that's a railroad track plate what are the other pieces of this tool? Railroad track plate might not be the right official name. But this.plate goes in-between the RR tie (wood) and the track (steel) then it's spiked to the tie and the spike head is driven home and the elongated head of the spike holds the track to the plate and tie. So maybe it's called a tie plate? IDK...
