My great grandma taught us that method for home facials, only not the baking soda part.
I'd steam up (to open the pores) then wash with soap or noxema or ?, then steam up again and rinse with very warm water, then rinse with cold water (closes the pores).
I suppose the baking soda provides a gentle scrub(abrasive) for the skin.
