It depends on where you are, and where you can get them from.
If you have to order them by mail, then ducklings travel best, but they don't ship long distances well, so order from somewhere in a nearby state if possible.
I'd look on Craigslist, and see if anyone has grown ones - you can often get them for little more than the cost of ducklings. Get ducklings if you can't find affordable grown ones nearby. If you pick them up yourself, you can see their living conditions, check their general care, etc.
We've had ours in Wyoming, and they don't seem to have frozen their feet in the severe cold - we got ours from a breeder in Torrington Wyoming. This is another advantage to getting them locally, they will already be acclimatized to your area.
