The stevia is supposed to be mixed 1 teaspoon stevia powder to 2 teaspoons of ACV. Then you shake and shake and shake until it holds in suspension. Then you use a drop at a time until the proper sweetness is arrived at. As mentioned before you can't cook with stevia as far as I know as it turns bitter.
