Plaster of paris is like $5 for a quart (or more) sized container, at your local hardware store or walmart or wherever you like to shop. Look for it in the painting supplies aisle (used for patching plaster walls in old houses). You can also get it in art supply stores, but is usually costlier.
Five bucks' worth will set you up for LIFE.
If you have mortar mix, or pure portland cement, sitting around, you could *try* that... but I do not know whether they'd eat it. Really, get a little cheap tub o' dry plaster.
I do feel bad when I do that to the poor little ratties -- 'cept there just does not seem to be any really friendly warm fuzzy way of getting rid of them.
