I was going to suggest driving a rod down through the middle, but you don't want holes in your plastic.....I can't imagine what it could be, other than a rat colony or some other vermin. ew.

Never using black plastic in my garden after all these horror stories!

I know people who raise plants in covered beds, often have to worry about rats and mice under the plastic eating their young plants. The plastic holds heat and many animals are attracted to that heat, especially through winter, I say you have a critter of some sort under there. By the size of the mound, I would say rats, they are little miniature bulldozers, their ability to dig and move dirt is astounding.

If you step on the plastic and it gives into your weight easily, then you can be fairly certain, they have dug their colony of tunnels, pushing the dirt up and out.
