JR Mom, most breeds have local enthusiasts who rescue them. Usually if you contact a national group they can connect you to the local one. Sometimes there are groups of breeds, such as "terrier rescue" or small dog groups that would specialize in the JRs in your area.
What usually happens is they get on an approved list for the local humane society. When they get a dog in that has no owner that fits a breed description (roughly) they contact that group to come down and evaluate the dog and see if they would like to pull it from the shelter. It is good to have someone experienced help you because there are some dogs you should NOT pull and it is very hard to be objective at first.
But fostering is very rewarding. If you are expert or especially interested in a breed, you become a better judge at what will work out for that type of dog. For instance, you would know what to say to a pregnant woman with a two year old who wants "Wishbone".....
