Well, then you have kids that should love to help you. 
Is it possible to perhaps call the kids and talk to each of them? I don't want to sound like a conspiracy theorist, but my sudden niggling thought is if they want you to take the kids so bad (and considering how long it took for them to get their story straight), there may be a slight (very slight, very tiny) chance that they're trying to make it sound better than it is.
If it's all well and good (and I'm sure it probably is) that's great then. But they did take a while to get the story straight.

well secondhand stories are always outta whack...especially coming from the cousin who originally contacted me. I am trying to find out where the children are EXACTLY and find out if they are up for it, straight from their mouths. That'll likely happen tomorrow if at all, as in if the foster parents will allow it, and the CPS. It's slow moving at this point, just getting everything started/discussed. We do need to be cautious on approach here, these are young kids we're dealing with, who haven't ever had the best of circumstances.I really appreciate everyone's input on this SO much! You guys are great!!
